La FIVI, Federazione Italiana Vignaioli Indipendenti, denuncia che la nascita dei parchi eolici molto frequentemente non rispetta l’iter previsto dalla legge. Negli ultimi anni in varie regioni d’Italia decine di vignaioli, e di agricoltori in genere, si sono trovati davanti a una notifica di esproprio senza essere stati in alcun modo avvisati e tanto meno interpellati prima dell’avvio del procedimento.
Per questo i Vignaioli Indipendenti hanno scritto al Ministro delle politiche agricole Maurizio Martina per chiedere un suo interessamento alla vicenda, precisando che la FIVI non è in alcun modo contraria ai parchi eolici e ritiene anzi di grande importanza la ricerca di fonti di energia rinnovabile. Il punto rilevato dai Vignaioli è il rispetto dei tempi di comunicazione dei progetti, che permetterebbero agli interessati di formulare le proprie osservazioni all’attenzione dell’autorità espropriante.
“Siamo di fronte – spiega Matilde Poggi, presidente FIVI – a svariati casi di parchi eolici autorizzati senza che venisse interpellato il territorio e senza aver dato opportuna comunicazione dell’avvio dei procedimenti, come gli innumerevoli parchi eolici autorizzati negli ultimi anni dalla Regione Campania”. Agli agricoltori non resta pertanto che appellarsi al TAR, ma anche nel caso in cui fosse accolto il loro ricorso, pur avendo diritto ad un rimborso, si vedrebbero comunque espropriati per anni dei terreni e negata di fatto la possibilità di tornare alle condizioni antecedenti.
